CAS Xi'an Aerospace showcases its "Five Rams Constellation" precursor satellite at the 23rd China Remote Sensing Conference, jointly drawing a new blueprint for low-latitude remote sensing—the constellation attracts attention, signing agreements marks a new beginning, and a declaration points to the future.

The 23rd China Remote Sensing Conference was held in Guangzhou from November 29th to December 1st, 2025. As the highest-level, largest-scale, and most academically influential comprehensive industry event in my country's remote sensing field, this conference, themed "Remote Sensing Empowering Commercial Aerospace and Low-Altitude Economy," successfully hosted 11 keynote speeches and 44 thematic forums, bringing together over 1,200 authoritative experts, representatives from leading industry enterprises, and young academic talents. A series of important academic and industrial achievements were officially released, including the "Blue Book on the Development of China's Satellite Remote Sensing and Application Industry," the "40th Anniversary Announcement of the Chinese Academy of Sciences' Airborne Remote Sensing Center," and the "Guangzhou Declaration 2025," providing solid support for the high-quality development of my country's remote sensing industry.

Xi'an Xi'an Institute of Optics and Precision Mechanics CAS Aerospace Science and Technology Group Co.,LTD Technology Group showcased its "Wuyang Constellation" pilot satellite at the conference and served as the conference convener to organize and host the sub-forum on remote sensing empowering commercial aerospace and low-altitude economy, witnessing this milestone in the aerospace information industry together with the industry.

Academicians gather to celebrate this grand aerospace event.

This conference was a top-level summit for both academia and industry. At the opening ceremony, many leading figures in China's remote sensing and aerospace fields, including Academicians Tong Qingxi, Wang Jianyu, Wu Yirong, and Zhou Chenghu of the Chinese Academy of Sciences, gathered together. The high-level nature of the conference highlighted my country's strong emphasis on developing commercial aerospace and the low-altitude economy, and promoting innovation and application of aerospace information technology. Meanwhile, Xu Guanhua, former Minister of Science and Technology and Academician of the Chinese Academy of Sciences, delivered a video address. Academician Tong Qingxi of the Chinese Academy of Sciences, Xu Hongbin, Deputy Director of the China Science and Technology Exchange Center, Luo Ge, Chairman of the China Remote Sensing Application Association, and Wang Guodong, Deputy Secretary of the Party Committee of Guangzhou University, also delivered speeches.

A key segment of the opening ceremony was the signing of the Strategic Cooperation Framework Agreement, marking the full launch of the construction of the world's first low-latitude remote sensing constellation. The Tianhe District People's Government of Guangzhou City, Guangzhou University, and Guangdong Tianyuan Technology Co., Ltd. jointly signed the agreement, officially establishing the "Five Rams Constellation" project in Tianhe District. This project aims to build the world's first low-latitude remote sensing constellation, focusing on the region between 35 degrees north and south latitude. It plans to form a "Five Rams Star Network" with over a thousand satellites by 2035, providing high-frequency, high-resolution spatial information services to low-latitude regions. The presence of numerous academicians underscores the project's important position in the national aerospace strategy.

At the conference exhibition area, the model of the "Wuyang Constellation" precursor satellite, developed under the leadership of CAS Xi'an Optoelectronics Technology Co., Ltd., became the focus of attention. A 50% scale model of the "Wuyang Constellation" precursor satellite A was displayed, attracting numerous attendees, scholars, and business representatives to stop and exchange ideas. It is understood that the satellite is scheduled for launch in 2026 and will carry a 0.5-meter resolution high-resolution camera to verify remote sensing observation capabilities in low-latitude regions.

During the conference, local Guangzhou television stations and other media outlets provided extensive coverage of the exhibition. The cameras captured moments of deep thought as experts, including Academician Tong Qingxi, gazed at the satellite model, and also recorded the keen interest of industry colleagues in this groundbreaking project. Qin Jing, Chairman and General Manager of Xi'an Institute of Optics and Precision Mechanics CAS Aerospace Science and Technology Group Co.,LTD, also gave an interview to the media during the conference, sharing the company's practical experience and insights in "space-ground synergy" innovation, discussing topics such as commercial aerospace development models and industrial collaboration.

As the only sub-forum sharing the same theme as the conference, the Remote Sensing Empowering Commercial Aerospace and Low-Altitude Economy Forum brought together leaders and practitioners from all aspects of the industry chain. Qin Jing, Chairman and General Manager of Xi'an Institute of Optics and Precision Mechanics CAS Aerospace Science and Technology Group Co.,LTD, was invited to serve as the convener and moderator of the forum, and the participating guests led a high-quality and high-level industry dialogue.

At the closing ceremony of the conference, a grand ceremony carrying strategic significance and future expectations was held—CAS Xiguang Aerospace officially donated a high-precision model of the "Five Rams Constellation Pioneer Satellite" to Guangzhou University. This model will be displayed in the "Five Rams Constellation" themed exhibition space in the Boxue Building on Guangzhou University's Huangpu Campus, becoming a vivid carrier connecting cosmic dreams with practical application and inspiring a new generation of aerospace talents.

This donation is far more than a simple symbolic gesture; it is a substantial measure to deepen university-enterprise collaboration and jointly build the future of aerospace, using the "Five Rams Constellation" national key project as a link. The "Five Rams Constellation," a major innovation project jointly built by Guangzhou University, the Guangzhou Municipal Government, and the National Information Center, aims to construct the world's first high-frequency remote sensing constellation targeting low-latitude regions, opening up a "space-based" track for the development of commercial aerospace and the cultivation of new productive forces in the Guangdong-Hong Kong-Macao Greater Bay Area. Among them, [the project involves...].The "Wuyang Constellation-Pioneer A" satellite, developed by CAS Xi'an Optics & Aerospace Engineering Co., Ltd.It is the core technology and capability verification platform that spearheaded the entire constellation's initial launch.

The Guangzhou Declaration on the Development of Remote Sensing in China 2025 was released at the closing ceremony of the conference.

On the morning of December 1st, the "Guangzhou Declaration 2025 for China's Remote Sensing Industry" (hereinafter referred to as the "Declaration") was released at the closing ceremony of the conference. Based on national strategic deployment and the achievements of this conference, the Declaration aims to build industry consensus, deepen collaborative innovation, and fully promote the high-quality development of China's remote sensing industry. The Declaration puts forward initiatives to scientific and technological workers, industry stakeholders, and all sectors of society in the fields of remote sensing and related areas nationwide—

First, we must align ourselves with national strategies and bravely shoulder the mission of our times.With commercial aerospace and the low-altitude economy as the core focus, we will promote the further upgrading of remote sensing applications to a large-scale industrial model, provide technical support and industrial guarantee for the cultivation of new productivity in strategic emerging industries, help the government improve the efficiency of refined governance, and continuously enhance people's well-being.

Second, we must deepen innovation and integration to build an industrial ecosystem.Promote the deep integration of theoretical innovation, technological breakthroughs, and application promotion in the field of remote sensing with commercial aerospace and the low-altitude economy; accelerate the creation of a giant constellation of commercial remote sensing satellites with international core competitiveness; promote the integration and innovation of remote sensing technology with new-generation information technologies such as artificial intelligence, big data, and satellite internet; build a full-chain aerospace remote sensing industry ecosystem; cultivate high-value-added application scenarios; and activate new momentum for the development of the aerospace economy; adhere to integrated development and expand application boundaries.

Third, we must adhere to integrated development and expand the boundaries of application.By connecting application channels across professional, industrial, government, and consumer sectors, we can empower and enhance the efficiency of the high-end equipment manufacturing industry; by integrating diversified financial service resources, we can innovatively promote the digitalization of assets and the digitization of assets; and by promoting the development goal of "full integration of all eligible sectors and commerce for all suitable sectors," we can drive the deep penetration of remote sensing technology into all areas and aspects of economic and social development.

Fourth, we must uphold openness and cooperation and serve global development.We will deepen practical cooperation with governments, international organizations, industrial parks, and enterprises around the world, integrate resources such as satellite remote sensing, communications, and navigation and positioning, and provide full-spectrum, high-resolution, and low-cost aerospace information services. We will actively participate in the formulation of international policies and the development of standards in the field of remote sensing, promote my country's remote sensing technologies, products, and services to the international market, and contribute Chinese wisdom and strength to building a community with a shared future for mankind.
