Hyperspectral remote sensing technology empowers the construction of the Simandou iron ore mine; Premier's attention safeguards the lifeline of overseas strategic resources.

On November 11, local time, the port of Marebaya in Guinea, Africa, was brightly lit as the Simandou iron ore mine officially commenced production. Guinean President Mamadi Doumbouya, Vice Premier Liu Guozhong (Special Representative of President Xi Jinping), Rwandan President Kagame, and Gabonese President Nguema attended the ceremony, marking the official start of production for this world-class iron ore mine with a total investment exceeding US$20 billion and an annual production capacity of 120 million tons. Behind the project, CAS Xiguang Aerospace, relying on its "Xiguang series" satellites, has built a space-based "eye in the sky," providing China Export & Credit Insurance Corporation (hereinafter referred to as "SINOSURE") with high-frequency remote sensing monitoring services for mine construction progress, ecological environment, and risk anomaly analysis, thus ensuring the security of national strategic resources.

Space "Sky Eye" Safeguards the Lifeline of National Strategic Resources
Over the 544-square-kilometer mining area and port of the Simandou project, the "Xiguang Series" satellites from CAS Xiguang Aerospace are constructing a digital "sky eye" through high-frequency remote sensing monitoring. Utilizing multi-source remote sensing technology, primarily hyperspectral, they are providing China Export & Credit Insurance Corporation (SINOSURE) with remote project progress monitoring and risk warning services. Technology and finance drive each other, reshaping the paradigm of resource insurance.
In China Export & Credit Insurance Corporation's (SINOSURE) digital transformation strategy, aerospace remote sensing technology is becoming a powerful tool for solving risk control challenges in overseas projects. Through satellite platforms, the underwriting team can track the progress of the Simandou mining area project and the fulfillment of ecological and environmental obligations in real time, accurately assess construction risks, and innovatively construct an integrated "space-air-ground" risk control system. This non-contact monitoring model significantly reduces operating costs while ensuring the safety of overseas assets, achieving a paradigm shift from "post-event claims settlement" to "pre-event early warning + in-event intervention" in risk management.
The successful implementation of the Simandou project is a model of the deep integration of China's commercial aerospace technology and financial insurance services, and a vivid manifestation of using technology to empower infrastructure connectivity under the Belt and Road Initiative. With the networking of 158 satellites from CAS Xiguang Aerospace, this model is expected to be replicated and promoted to resource-rich regions such as Central Asia and Latin America, exporting Chinese technical standards and systematic solutions to build a safe and stable global resource supply chain.
Building a global resource security system
"This is equivalent to installing a never-blinking monitoring system on the project."A representative from China Export & Credit Insurance Corporation (SINOSURE) stated, "By intelligently coupling remote sensing data with geological models and meteorological information, we have achieved a revolutionary shift from traditional post-event claims settlement to pre-event early warning and in-event intervention." Based on the successful implementation of the first phase of cooperation, the two parties are discussing including the initial assessment and monitoring of overseas project expansion within the scope of cooperation, and will also expand to other project monitoring areas in the future.
The cross-sector collaboration between remote sensing technology and finance and insurance not only strengthens the resilience and security of my country's strategic resource supply but also demonstrates the wisdom and responsibility of Chinese technology companies in leading the reform of the global governance system. This innovative case provides a replicable and scalable Chinese model for promoting high-level opening-up and enhancing the security of industrial and supply chains in a complex international context.
