Progress Monitoring and Evaluation of the Uzbekistan Asian Youth Games Olympic City Construction Project Based on Hyperspectral Analysis

The Olympic City project, located in Tashkent, the eastern capital of Uzbekistan, is the largest sports complex in Central Asia, built in preparation for the 4th Asian Youth Games in 2025. It is undertaken by China National Machinery Industry Corporation (SINOMACH) International Engineering Co., Ltd. (SINOMACH International), a subsidiary of SINOMACH International. It is also the first large-scale cooperation project between China and Uzbekistan to be implemented after the SCO summit in Samarkand in 2022.

The project covers an area of ​​approximately 100 hectares and includes five main sports stadiums, one office building, and 15 outdoor sports fields. According to the plan, the Olympic Sports City in Uzbekistan will have its concrete pouring largely completed by October 2023 and will be fully completed by the end of 2024.

By collecting publicly available information, the specific location of the project was obtained. The image above is a Google imagery base map, which has a high resolution, but the image is old and updates slowly, which cannot meet the needs of real-time monitoring. In addition, it only contains visible light data and cannot obtain accurate information on the types of ground features.

With the support of the Belt and Road International Science Organizations Alliance research project, a photography mission was set up to upload images to the XIGUANG-003 satellite, acquiring the latest hyperspectral and panchromatic images. Through visual interpretation of the panchromatic images, reference points and building monitoring points, as well as target points for verification, were selected. These included various venues in Olympic City, nearby high-reflectivity rooftops, old buildings in the city, and vegetation.

Spectral analysis was performed on the above locations, and radiance information was obtained (the index in Figure 4 is in reverse order). As shown in Figure 5, the red curve represents venues under construction, the blue curve represents the roofs of old buildings in the urban area, the yellow curve represents high-reflectivity roofs (such as venue roofs), and the green curve represents vegetation.

The red and blue curves have essentially the same shape, indicating they represent the same type of feature: concrete. However, the overall radiance of the red curve is higher than that of the blue curve, suggesting that the feature on the red curve (i.e., the venue under construction) is newly poured concrete. New concrete is typically uniform, without cracks or damage, and unaffected by chemical and physical factors during use, resulting in higher reflectivity. In contrast, older concrete may become less smooth due to chemical and physical factors during use, such as carbonation, erosion, cracking, and wear, thus reducing its reflectivity. Furthermore, over time, concrete may absorb moisture and contaminants, which can also affect its reflectivity.

Based on publicly available information and by registering the engineering renderings with panchromatic images, as shown in Figure 9, through a comprehensive assessment of the images and spectrum, as of December 5, 2023, the concrete pouring work for all five main stadiums, one office building, and two outdoor stadiums has been completed. Continuous monitoring of the roof construction progress will follow.
