Development Goals
Focusing on building a globally influential innovation hub for the commercial aerospace industry, by 2027, the province's commercial aerospace industry will have significantly enhanced innovation capabilities, continuously improved industrial level, and expanded scale, with a preliminary formation of an innovation and development system for the province's commercial aerospace industry. By 2030, the province's commercial aerospace industry innovation and development system will be further improved, with a number of industry-leading enterprises emerging in fields such as satellite and rocket manufacturing, constellation operation, satellite tracking and control, and satellite applications, establishing a leading domestic and world-class innovation and development hub for the commercial aerospace industry.
The industry scale continues to expand
By 2027, China will have basically established its capabilities in manufacturing complete rockets, satellites, and aircraft; its satellite application capabilities and public service capabilities will continue to improve; the scale of the commercial aerospace industry will exceed 50 billion yuan; and the number of enterprises above designated size will exceed 100. By 2030, the scale of the commercial aerospace industry will exceed 100 billion yuan; and the number of enterprises above designated size will exceed 200.
Innovation capabilities have been greatly enhanced
Significant breakthroughs have been achieved in areas such as launch vehicle propulsion, satellite manufacturing and telemetry, tracking and control, intelligent terminals and core components, and integrated satellite applications. By 2027, a total of 20 technological innovation and public service platforms in the commercial aerospace sector will have been established, with 500 patent applications filed. By 2030, the number of technological innovation and public service platforms will exceed 50, with 1,000 patent applications filed.
Application scenarios are constantly being enriched
By 2027, more than 10 benchmark application scenarios for commercial aerospace will be developed, and more than 20 integrated application scenario solutions will be formed. By 2030, application scenarios will be expanded to more and deeper fields, creating more than 20 benchmark application scenarios for commercial aerospace and forming more than 40 integrated application scenario solutions, thus promoting the formation of a new pattern of cross-domain integrated applications in commercial aerospace.
Spatial layout
Based on the foundation of the commercial aerospace industry in our province, we will build a "one body, two wings" development pattern, rely on key industrial parks, give full play to the scale effect, resource agglomeration effect, and innovation synergy effect, and promote the high-quality development of the commercial aerospace industry.
One
Based on the Xi'an Aerospace Base, we will build a core area for the innovative development of the commercial aerospace industry cluster in our province. Leveraging the innovation resources of research institutes such as the Fourth Academy of Aerospace Science and Technology, the Sixth Academy of Aerospace Science and Technology, the Xi'an Branch of the Fifth Academy of Aerospace Science and Technology, and the 16th Research Institute of the Ninth Academy of Aerospace Science and Technology, as well as key enterprises, we will strengthen the tackling of key core technologies and the development of cutting-edge application technologies, and build a commercial aerospace industry innovation center, a common technology research and development center, a pilot and testing center, a professional talent introduction and cultivation center, an industrial incubation and financial center, and an innovation and entrepreneurship center.
Wings
With Baoji High-tech Industrial Development Zone and Tongchuan High-tech Industrial Development Zone as the core, we will create an expansion zone for the innovative cluster development of the commercial aerospace industry in Hebei Province. Baoji High-tech Industrial Development Zone will focus on developing aerospace liquid propulsion manufacturing, solid rocket engine production and manufacturing, and integrated testing of liquid rocket engines, fully exploring new application scenarios for commercial aerospace propulsion. Tongchuan High-tech Industrial Development Zone will focus on developing rocket engine assembly and testing, aerospace equipment testing and inspection, satellite tracking, telemetry, and command (TT&C) backup, and the development of new aerospace materials and equipment, fully expanding new areas of commercial aerospace services.
Key tasks
Focusing on the high-quality development of the commercial aerospace industry, we will leverage the comparative advantages of our province in accordance with local conditions, and prioritize the implementation of six major projects: space infrastructure construction, key core technology research and development and industrialization, innovative product application demonstration, industrial innovation capacity enhancement, innovation ecosystem optimization, and specialized park construction. We will accelerate the realization of independent control over key links in the industrial chain and the promotion and application of key products, create a number of demonstration application scenarios, form new models and new business forms, and strive to improve the scale and economic benefits of the industry.
(I) Space Infrastructure Construction Project
With the goal of building a satellite constellation that caters to specific industry sectors and has global service capabilities, we will accelerate the construction of space-based and ground-based infrastructure, create a "high-speed, ubiquitous, integrated, interconnected, efficient, and secure" satellite infrastructure system, and solidify the foundation for the development of the satellite application industry.
(II) Key Core Technology Breakthroughs and Industrialization Project
We will accelerate the implementation of a number of key core technology research projects for the commercial aerospace industry, break through key technologies such as the development of reusable rocket engines, satellite payload design, integration of satellite communication, navigation and remote sensing, and industrialization of terminal products, and strive to enhance the resilience and security of the industrial chain.
(III) Demonstration Project for the Application of Innovative Products
Focusing on urban governance, industry applications, a better life, and space exploration, we will leverage the advantages of satellite internet—wide coverage, low latency, broadband, and low cost—and seize the opportunities presented by BeiDou navigation and remote sensing satellites to empower innovation and development across various industries. We will accelerate the deep integration of satellite applications with public services, industry development, and daily life, and create a number of replicable and scalable best practices.
(iv) Industrial Innovation Capacity Enhancement Project
To meet the common technological development needs of the commercial aerospace industry, a number of new industrial innovation platforms will be established, relying on universities, research institutes, and enterprises, to form a public service system for aerospace infrastructure that integrates central and local government collaboration, university-enterprise linkage, and government-enterprise cooperation.
(V) Innovation Ecological Optimization Project
Guide innovation resources to converge on commercial aerospace, build an innovation ecosystem that deeply integrates the innovation chain, industrial chain, capital chain, and talent chain, create a commercial aerospace innovation and development system of "basic research + technological breakthroughs + achievement transformation + science and technology finance + talent support", and foster a good innovation atmosphere of collaborative innovation, capacity sharing, and supply chain interconnection among large, medium and small enterprises.
(vi) Specialized Industrial Park Construction Project
Guided by the "one body, two wings" development pattern for commercial aerospace, we will strengthen unified planning, coordinated development, and rational layout. Relying on key industrial parks such as Xi'an Aerospace Base, Baoji High-tech Zone, and Tongchuan High-tech Zone, we will aggregate production factors, optimize resource allocation, and strive to enhance the industry's carrying capacity. We will promote the growth of innovative enterprises through industrialization projects, closely monitor weak links in the industrial and supply chains, strengthen chain-based investment attraction, and promote industrial upgrading. We will encourage key industrial parks to build commercial aerospace industry innovation service platforms, providing "one-stop, full-process, full-cycle, and all-round" services for enterprise and talent development, and strive to create a favorable environment for industrial development.
