On August 28, 2025, Shanxi Aerospace Industry Research Institute Group Co., Ltd. (hereinafter referred to as "Shanxi Aerospace") and Xi'an Xi'an Institute of Optics and Precision Mechanics CAS Aerospace Science and Technology Group Co.,LTD Technology Co., Ltd. (hereinafter referred to as "Xi'an Institute of Optics and Precision Mechanics CAS Aerospace Science and Technology Group Co.,LTD") signed a strategic cooperation agreement in Taiyuan, reaching a consensus on the construction of a methane monitoring satellite constellation. On the same day, the two parties jointly held a "Shanxi's First Methane Monitoring Satellite and Constellation Construction Seminar," which was attended by representatives from local government departments and research institutes such as the Shanxi Provincial Data Bureau, Market Supervision Administration, Inspection and Monitoring Center (Shanxi Provincial Carbon Measurement Center), Meteorological Science Research Institute, and Ecological Environment Planning and Technology Research Institute.

Both parties will fully leverage Shanxi Aerospace's industrial experience and ground verification capabilities in the dual-carbon field, especially in the comprehensive utilization of low-concentration methane, mobile monitoring, and the construction of carbon measurement systems, as well as CAS Xiguang Aerospace's technological advantages in the development of hyperspectral remote sensing satellites, methane point source monitoring, constellation operation, and intelligent data processing. They will join forces to conduct in-depth cooperation in areas such as the research and development of methane monitoring satellites, constellation networking, data sharing, and applications.

This collaboration aims to build an integrated methane monitoring and sensing system encompassing air, space, and mines, with Shanxi Province as a model. It will achieve full-chain data fusion from satellite monitoring, drone inspections, mobile monitoring to ground sensors, providing key technical support for precise control of methane emissions, carbon trading verification, and ecological governance in Shanxi Province and even nationwide.

Symposium on Shanxi's First Methane Monitoring Satellite and Constellation Construction

At the seminar, the Xi'an Aerospace System of the Chinese Academy of Sciences presented the "Shanxi's First Methane Monitoring Satellite and Constellation Construction Plan," highlighting the current actual monitoring results of point source methane, including an assessment report on the inversion data and emission rates of methane leaks at multiple coal mine sites in Shanxi Province. At the meeting, experts and representatives from various parties discussed the feasibility of building the country's first methane point source monitoring satellite constellation, based on the specific needs of methane monitoring in my country and leveraging Shanxi's geographical advantages. The aim is to utilize advanced hardware and software technologies to achieve direct reception of multi-source data, rapid processing of massive amounts of data, accurate extraction of point source methane information, and deep customization for industry applications. This will establish a network of methane point source monitoring satellites capable of operating around the clock and responding rapidly, supporting local governments in achieving integrated "monitoring-early warning-control" governance, and providing a solid data foundation and technical guarantee for achieving the goals of "carbon peaking and carbon neutrality."
