01. A tripartite agreement was signed between government, enterprises, and research institutions to jointly build a high ground for remote sensing applications.

During the signing ceremony, Weibin District of Baoji City, Shaanxi Province, the Shaanxi Provincial Key Laboratory of Satellite Remote Sensing Information Processing Technology and Application, and several enterprises including CAS Xi'an Optoelectronics Aerospace signed strategic cooperation agreements to serve the industrial and economic development of Baoji. The government, enterprises, and research institutions will engage in in-depth cooperation on satellite remote sensing data acquisition, processing, analysis, and application promotion, building an integrated industrial ecosystem of "production, learning, research, and application." CAS Xi'an Optoelectronics Aerospace will leverage its hyperspectral satellite technology advantages to promote the deep integration of remote sensing technology with local smart city monitoring, Qinling ecological environment protection, and other fields.

02 Academician Tong Qingxi offered suggestions on the development path of remote sensing in Shaanxi.

In his keynote address, Tong Qingxi, a pioneer of remote sensing in China, an academician of the Chinese Academy of Sciences, and an academician of the International Eurasian Academy of Sciences, pointed out that "commercial aerospace and the low-altitude economy possess both policy dividends and market prospects, making them key areas for cultivating new productive forces." Regarding Shaanxi's development, Academician Tong noted that commercial aerospace and the low-altitude economy, as key industries cultivated by the state, have favorable policies, markets, prospects, and financial potential, and will shine brightly in the new wave of industrial development, playing a vital role in regional development. Academician Tong also offered specific solutions for Shaanxi: First, fully leverage Shaanxi's, especially Xi'an's, industrial advantages in aerospace technology, and actively promote the practical application of remote sensing, exemplified by the hyperspectral satellite launched by CAS Xi'an Optoelectronics Technology Co., Ltd.; second, leverage the achievements of the "Five Rams Constellation" project, a long-term collaboration with the Shaanxi Remote Sensing Application Laboratory and CAS Xi'an Optoelectronics Technology Co., Ltd., to cooperate on Qinling ecology, geological environment, and urban monitoring; third, accelerate the construction of ground systems and the upstream and downstream of remote sensing applications, and fully utilize satellite data resources to provide services to meet the needs of Shaanxi and the Qinling Mountains.

03 Academician Li Zhizhong promoted the progress of satellite remote sensing and the planning of the Five Rams constellation.

Li Zhizhong, an academician of the International Academy of Astronautics, focused onCommercial Spaceflight and the Five Rams Constellation ProjectA keynote report was delivered, elaborating on the significance, goals, vision, and immense commercial value of the Five Rams Constellation Project. He also pointed out that the Five Rams Constellation's "orbital shift and reliable remote sensing" fully leverages the characteristics of hyperspectral remote sensing, and its expanded application scenarios will further change social governance models and humanity's understanding of the Earth, comprehensively opening up the application space of hyperspectral imaging. In the future, the Five Rams Constellation will also be applied to the ecological and geological environment of the Qinling Mountains and urban monitoring. As the developer of the first satellite of the Five Rams Constellation, CAS Xi'an Optoelectronics Aerospace is making every effort to promote the development progress of related missions to ensure the smooth implementation of the project. CAS Xi'an Optoelectronics Aerospace will also shoulder the important mission of this major constellation.
